Progress at Lake Arenal in reigning in rampant development may remind one these days of the Longfellow aphorism, "The wheels of justice grind exceeding slow, but they grind exceeding fine," or something like that. Maybe it's "small" instead of "fine." For example, Fuentes Verdes has learned that the Municipality of Tilaran is likely to do little about checking the legality of building projects in the area until after the election on December 3. On the other hand, Fuentes Verdes President Ed Yurica was anticipating this past Wednesday (actually next Wednesday as I write this) a meeting between the Tilaran Environmental Commission and representatives of SETENA to begin a collaborative effort helping SETENA gain control of local development. Ed is a permanent member of the TEC. SETENA is the National Technical Environmental Secretariat, which is supposed to consider the possible environmental impact of projects and permit each project or not. With all the development going on in Costa Rica, SETENA so far has been unable to curtail a lot of overly ambitious development. But the wheels will be grinding before long.

The Ladies of the Lake have come up with a scheme to encourage costume creativity for their Halloween fundraiser on Oct. 28 at Christina Glass's house. Those wearing costumes will be asked for 2500 colones, those without costumes 5000 colones. The party is for the benefit of the group's library project. It starts at 4 pm. There will be games, prizes for various costume categories, and food included for the donation, but the drinks will cost extra.
